Safer Recruitment for Nursing and Healthcare Staff Scotland

Safer recruitment in practice
The checks happen before the shift.

When an agency worker walks through your door, much of the work that protects your service should already have happened. Our process establishes identity, suitability, professional standing and competence before suitable work is offered.

Why the process matters

You may never have met the worker before they arrive.

They may support medication, personal care, dementia care or somebody who cannot explain what they need. That makes the work completed beforehand important.

The safer recruitment process

Four stages from application to ongoing monitoring.

Each stage has a reason. The checks build evidence for a placement decision and continue after initial registration.

01

Establish identity

Confirm who the person is and whether they can legally work in the UK.

ApplicationBasic details and work history start the registration record.
IdentityEvidence helps establish that the applicant is the person being registered.
Right to WorkLegal eligibility is checked before progression.
02

Check background

Look beyond the CV and test whether employment and professional claims can be supported.

PVGRelevant PVG status is considered for regulated work in Scotland.
Work historyEmployment history helps identify experience and any gaps that need discussed.
ReferencesReferences help support the experience a candidate has described.
03

Assess suitability

Connect the person’s registration evidence to the duties and setting involved.

Professional registrationNMC or SSSC status is checked where the role requires it.
InterviewExperience, expectations and suitability are discussed before sign-off.
Training and competenceRelevant requirements are considered against the work offered.
04

Sign off and monitor

Initial checks need a clear decision, and time-limited requirements need continued attention.

Client requirementsImportant service information helps shape suitable placement decisions.
Compliance sign-offEvidence is reviewed before suitable work is offered.
Ongoing checksExpiry dates, training and professional status need monitoring.
Professional standing and competence

Registration is fundamental for a Registered Nurse.

For nursing work, relevant NMC registration forms part of the evidence considered before sign-off. Registration alone does not describe every setting or duty, so experience, training and the specific requirement still matter.

The role comes first

The checks and evidence need to relate to the work the professional may carry out.

Competence needs context

A person may be experienced in one setting and still need different preparation for another.

The client brief matters

Clear duties, expectations and service information support a better staffing decision.

Registration is not the finish line

Compliance needs to stay current.

Some evidence expires. Professional status can change. Training needs renewal and feedback may affect future placement decisions. Ongoing monitoring keeps the registration record useful after the first shift.

Expiry monitoringTime-limited evidence is tracked for renewal.
Registration statusRelevant professional standing remains part of compliance.
Training updatesRequirements are reviewed as work and evidence change.
Feedback and concernsInformation from services and workers can inform future decisions.
When something needs followed up

A concern should reach a real person.

Attendance, conduct, performance or safeguarding information needs a clear route into the organisation.

01

Record

The concern and relevant facts are captured clearly.

02

Review

The team considers what happened and what action is proportionate.

03

Communicate

The people involved are kept informed about appropriate next steps.
